Build Manager promotions sometimes fail and timeout due to network performance.

If you are finding that your Build Manager promotions sometimes fail due to the background process hitting its timeout limit.   You can try increasing the timeout by adding the following to your Teamstudio.ini on any promoting PCs:

[Build Manager]
BmBgProcInitTimout=<value>

You may replace <value> with a number up to 500 in order to increase the timeout value. This time is set in seconds.
